Request an in person owner meeting to discuss the 8 proposals sent out for a vote on Dec.20, 2025

Purpose:

The purpose of this meeting is to discuss, in person, with Olde Mill Village homeowners and our Board members, the lack of clear communication and presentation of the Boards 8 CCR proposals. Seven months went by without any communication to homeowners regarding the preliminary survey of concerns. Then, no special meeting was called for owner input. As the Board President stated on Facebook would happen. No listing of the 8 proposals was presented on the Dec.4 agenda for the coming annual budget meeting on December 17, 2025. Agenda was ambiguous and appeared to be only the annual Budget meeting, until at the zoom meeting we were briefly told amendment to come in ballot to vote on. *See agenda hand out. *See minutes handout. Budget meeting started at 6:10 after zoom link up issues were communication hurriedly by the Board secretary on Facebook. Some owners were not able to link in and did not get that Facebook communication at the last minute. There is no time stamp on that Facebook communication, so we have to assume it was at the start of the meeting; improper communication and not many owners could be present. Zoom meeting should have been cancelled. Budget meeting was adjourned at 6:30. So 20 minutes covered everything. No discussion of any of the specific 8 proposals that were coming by mail for a vote. Had these been provided, listed each separate in the agenda, owners would have had time to formulate questions. The meeting would likely have lasted much longer, with owner input. As it was, comments started coming on our neighborhood Facebook page as soon as the 8 proposals arrived in our mailboxes. Keepingind these were mailed on or after December 20th, so during the Christmas holiday when many homeowners were gone from home and not checking mail boxes. The Zoom meeting should have been cancelled once Board and Management Co. Were aware there was a wrong Link sent and link up problem. Facebook is not the sole place for this communication. The Board and Management Co. Have all our email addresses and street addresses. Our Board has only ever held an annual Budget meeting. They do not communicate professionally or properly with owners. They say don't use Facebook to make your comments, but that is the only way we have been able to know how other owners and the Board feel. 7 months went by without any communication or an owner meeting for input and only in a ballot, after the budget meeting, do owners receive the proposed 8 written CCR changes for review. We have reviewed and at least 10% of owners are concerned about how all this lack of communication and lack of Board responsibility has occurred. We hereby request a special Board and homeowner physical meeting for discussion of these 8 proposals to have owner input on them. We also request the ballot be null and void and any tally vote from this Dec. 20 ballot also be void, until proper communication and owner input can occur. In 2026, after this meeting, perhaps a new written group of proposals can then be presented and properly communicated to all and then voted on. In the future, owners request special called meetings with documented agenda prior, so owner input can occur. We are asking for clear, concise transparent communication in regards to decisions made by our Board that affect our CCRs, Articles and/or HOA By-laws. Whether a Board has to tell us or not. We are asking for this. We request to see bids for anything affecting Budget changes. We did not see those for the reason our Budget was reduced. What other companies provided bids/quotes. We ask for a group email communication on any discussions sent out by a member of the Board. If a comment or discussion applies to all owners, then send it in a group chat/ email to all owners. If a concern is brought to our Boards attention by our management Co., currently Charleston Management Co. We, owners expect our Board to do their responsible part evaluate the concern and send response back to Charleston to address by letter the way to resolve the matter. The way it is currently set up, if our Board does not send something back to Charleston, it is dropped. This is evident in the non compliance the past few years. We personally know this because we sent in concerns that were never addressed. However after about 5 months the Board did formulate that preliminary survey that managed to ask about some of these. Never were they addressed by the Board or Management Co. Further. Our Board has allowed non compliance to occur until they could propose changes that include what the Board has allowed against our CCR's. Assuming the vote would lead to these changes. Owner concerns are these proposals are written combined and without for specific numbers, such as in the animal and poultry proposal, which could than allow any number of possibilities, such as for number of chickens an owner has. Currently our CCR allows for no poultry. Our community corporation and HOA CCRs supersede and Harnett county regulations for poultry, and Harnett has a specific number only allowed. Our Board is aware and has allowed 3 homes with poultry for a couple years and currently there are five homes with poultry, so.e with chicken coops that did not get firm filled out, neighbor or Board approval. We have to for sheds behind our homes. There appears to be Board mishandling. There is also Board stagnation on elections. Our owners need to stop up and volunteer for these positions so stagnation and these other issues do not occur in our subdivision future. Our concern as homeowners is for the maintenance of beauty, value and future appreciation with owners that have input. Not addressing non compliance reduces these things and without proper consideration by all, certain changes to CCR's, such as allowing poultry, can bring additional noise, and predators closer to our homes. Also, if not kept up, they can bring disease. May also make it hard for x next door neighbor to sell their ho.e if there are chickens next door. Thank you for your time and consideration. We look forward to hearing when this meeting will be set up. If not set up by the Board, we will set it up ourselves as owners, as we have over 10% owner requesting currently..
